It is of course possible. Either possibility is equally likely to have happened with what we can see in the video.
You can bet that there were cameras on the ground, it would be interesting to see the video, and determine if we can hear gunshots when Finicum's hands were still up.
One possibility is that OSP officers shot and killed a man with his hands up, while being filmed, with multiple witnesses.
The other possibility is that a man who publicly stated he would rather die than be arrested, reached for a weapon he was known to carry (and was carrying), after resisting arrest and a high speed car chase, and was shot by police. This is also verified by eyewitnesses.

I said based on what we see in the video, both were equally likely.
Based on the video alone, he could have also had some jock itch he really had to deal with.
However based on the context and witness accounts the scenario described by the FBI is far more likely.
I am not one to advocate violence by any part (police or otherwise), but I am having a really hard time saying that this was not justified. It appears however, that the 'patriot' folks all of a sudden cannot fathom that LaVoy lived up to his own words.

You don't seem to draw a distinction between carrying a firearm and firing one. The Constitution does not say that you lose your right to keep and bear arms while petitioning the government for a redress of grievances.
