How many of the victims were white? Gun control makes it far less likely for a white person to be shot and killed than those loose law states like Texas where white folks get shot more often.
The point is that the new policing standards might be reversing that.
I'd also like to point out that the people that get shot and killed in Chicago are disproportionately young, male and minority.
Seems like the police are just going to let the bad people in the bad neighborhoods kill each other off until the innocent people caught in the cross-fire back off their criticisms of bad police behaviors.
Rather than make meaningful changes to how the department operates, they're going to instead let the thugs run wild a bit in order to intimidate the very people that have issues with the policing.

While part of it is the Obama connection, Chicago pretty much brings it on itself because they've blamed everyone from Republicans, the rural parts of the state and guns for their own gang and poverty problems.
It takes a lot of brass to have a gun murder rate 5x higher than the rest of the state and yet blame them for your violence....which they don't have despite their "loose gun laws".
Maybe in the city stopped shoving poor minorities into projects away from jobs, transportation, good schools etc....and spent money helping fight gangs and poverty...they wouldn't have to keep finding convenient scapegoats for their body count.

Some they did...some they didn't. Then they moved them to a new location on the other side of interstates\train tracks and other barriers to make sure they generally stay there.
Also, some of it is just PR. You tear down Cabrini Green and move the people to a cluster of smaller housing units over in Austin for example and it's still "the projects" just with a different façade and name.
