If women were required to sign up, would it be retroactive? As in women of available age be required to sign?

It would be incredibly stupid to spend time and money signing them up when there is no draft.

Why? Every male currently has to register for Selective Service when he turns 18, though there is no draft. Where do you see additional costs coming from? Printing more registration forms? Well, we live in the digital age, and all required to register with Selective Service can do so on line.
