dechatelet is correct in geographer terms. He is incorrect in other terms.

For the purposes of reaction to Brexit it is fairly a country.

Plus they have their own international football teams.

So that pretty much settles it.

Not the point.

For a country to significantly alter its broad national course beyond simple elections, IMO there should be more checks and balances.

The same should have applied when the UK entered in with the EU. I don't know the history.

As an American citizen I have an opinion, but no vote. What I 'wanted' is not material, since my 'wants' are mostly based on my personal investments. And that may conflict with what may be best for the UK.

Not in calling a country a 'country', but huge implications whether or not they are using the same currency.
