That's odd. A prescription given to the wrong person can be deadly, and pharmacists and malpractice insurance companies know that.
Not everyone lives in a small town. Hence, the requirement for a formal form of ID.
But a lot of people do. Some people just don't have ID's no matter where they live. Unless you can prove there is voter fraud that changes elections why go after those who are the most vulnerable.
