It's the corporations back up plan in case the U S really does something about currency manipulation or some how passes tariffs? or in case of war over the south sea island dispute. If some bad news happens in China the corporations will have plenty of low labor cost countries to run to. You are right it is to keep them in check and not hurt the profit margins of the corporations.
