People's lives are always in motion, some people find their niche in life later than others, some start out well, but then slack off and become bums later in life.

Maybe in a fascistic Nazi state, or a place like Stalinist Russia where they employ a form of social eugenics, you could get away with getting rid of citizens who were not a part of the perfect race.
