"Passing a budget is a top priority for House GOP leaders this year, but they've been struggling for more than a month to get the rank and file fully behind a plan. Budget Committee Chairman Tom Price (R-Ga.) told lawmakers Thursday that his committee would attempt to pass a budget that funds the government at $1.070 trillion, but includes $30 billion in mandatory savings, likely by making cuts to mandatory spending, which include programs such as Social Security, Medicare, Medicaid and food stamps."

But $30 billion in cuts to retirees and those on the bottom-most rungs of the ladder aren't enough for the Freedom Caucus. They want even bigger cuts in social spending while upping military spending even more.

The article clearly notes that the two groups are not one and the same.

Discontent from lawmakers who want to see increased funds for defense and conservatives who are only willing to back a budget with sweeping budget cuts are complicating Speaker Paul Ryan’s attempt to pass a budget before April 15.
