I'm troubled by the tax supermajority requirement because what's to stop new taxes from being heaped on the least popular minorities? I expect to see landlords and renters abused by homeowners in future under split roll taxation.
I was a kid at the time...

As stated before... both my uncle and my grade school teacher received rent reductions...

I think you will find many renters at the time that had rent relief which lasted for their tenancy...

Please realize that Prop 13 applies only to property tax.

Owning a home or a rental is a lot more than property tax expense...

Just put a new roof on a apartment building... it cost $61,000... the last roof 25 years ago cost $13,000

Prop 13 is only one tax... Oakland renters as many in the Bay Area are covered under rent control laws... the city and country have heaped on special assessments so my 1% is long gone... about 1.7% now.

The United States Supreme Court is the final decider... the Court has ruled Prop 13 does not violate Equal Protection.

I don't know. They didn't discuss that, and I was brought up that asking that would be gauche. it must have been a fair amount though, because the kid was worried about being on the hook for the amount until learning how that law works in Texas.

There was a rental tax credit for a while.

I don't know what happened to it.

Complain to the Democrats who run Sacramento.

At any rate, if property taxes WERE increased, what do you think landlords would do?

Pay the increase themselves?

I don't think so.

In a free market (yes, I noticed your "handle"), they'd just pass the extra cost on to the renters.

Does San Francisco still have rent control?

If it does, renters have been getting a damn good deal -- and there is certainly no reason why THEY should be getting a "refund" on property taxes that -- in addition to the full cost of the housing they live in -- they never had to pay.

In fact, even renters here in San Diego -- which has no rent control -- are getting a good deal.

It costs a LOT less to rent than to own in San Diego -- although that will change as more people move in here and local residents turn thumbs down to becoming like LA.

San Francisco did the same thing -- it did not want to become an ugly, overcrowded hell hole.

Someday, people will learn that inundating this country with tens and hundreds of millions of new people is not such a great idea if you want to maintain your quality of life.

Short term profit vs. long term quality of life....

I don't see how that's possible. How old was the homeowner when he/she died? And how long had they been not paying the taxes on the property?

Renters don't pay the property tax.

^^^Property Tax is due with or without a renter.

No where on the tax bill for a Residential Rental will you find the tenant's name.

Heck... in my city they won't even bill a tenant for garbage collection... see, if the garbage bill isn't paid the property will have a lien with lots of fees added.
