If between the DoD, CIA, and the NSA the government couldn't unlock a phone without Apple's help, it doesn't bode well for when one of our enemies inevitably develops encryption we're not familiar with. WHO will we go to for help then? And why doesn't the huge amount of $$$ spread among the 3 agencies buy more capability?

First of all, that day is already here. 256-bit AES encryption which is used by Apple and tons of other products (many of which are free) has never been broken and most likely never will. Secondly, whether the encryption cipher is known or unknown makes no difference. The ciphers are mathematical formulae that are widely published in the public domain. Look up AES in Wikipedia, and they explain exactly how the math works. In fact, publishing the encryption cipher formula is necessary to prove that it works. If any mathematician in the world can develop a formula to break the encryption based on its published mathematics then it was junk to begin with.
