I know, it is so funny, businesses should be allowed to pay their workers as little as they want to turn a profit.
Those people are free to leave if they aren't happy with the pay. If he cannot fill the position, the owner will be forced to raise the pay. He is only to pay low because people are willing to accept it.

When I delivered pizzas I had a manager who was obsessed with cutting costs so that he could make more money - he was paid a base salary plus percentage of store profits - so he could buy a franchise and own his own store.

With only one driver instead of two, this increased average delivery times. The area supervisor came in one day and fired the manager.
