Many people use safety net programs as they are intended - temporarily, to get their lives back together.
I get the feeling sometimes that certain news channels and political parties try to paint the picture that everyone on those programs are low lives abusing the system.
That's probably not the case. I'm sure not everyone who accepts housing assistance, food stamps, or disability is on it forever. Some people use it to get through college or whatever, maybe a different job or a promotion, and then pay it back one day.
It's kind of a low blow to accuse people who are honestly using the system of being lazy "leeches", which is literally what some people call others who accept a safety net program, sometimes.

Ironically, some people who use their parents as safety nets think that is perfectly fair, but not everyone was born with rich parents or even any parents at all, look down on people who use government safety nets when or if their lives hit a bad turn.
