Honestly, several black communities and inner city areas need to organize something like The Sombra Negra, whereby the hunters become the hunted. Right now you just have these evil losers in the streets freely terrorizing and preying on the members of their communities. These lowlifes slithering around the hoods of America need to be rooted out by their neighbors and dealt with without mercy. Of course, in order to organize something like the Sombra Negra in places like Detroit or Chicago or Baltimore, the people there would have to be willing to become police officers, or former military men in order to obtain the tactical knowledge to carry out covert operation with both the kinds of organization and anonymity the Sombra Negra uses to hunt, track, and kill cartel members.
Furthermore, many people in ghettos and projects are too close to the source of the problem, or the people who cause the problems in their community. Many people in high crime areas are related to or are friends with the individuals who wreak havoc in their communities, and are either silent about their crimes, enable the criminals or provide a safe haven for the criminals themselves. It would require those "friends" and relatives to distance themselves from the problem for the greater good...however, many are not wiling to help police or vigilante groups root out their rotten son, brother, sister or cousin etc.
We need more people who are serious about reducing violent crime, and are willing to take a clear stance of not tolerating it like the great courage and integrity displayed by the sister of a suspect who ruthlessly killed a young pizzeria worker during a robbery when he couldn't get the cash register open.
"For more than a decade, activists have demanded the end of proactive policing, claiming that it was racist. Pedestrian stops—otherwise known as stop, question, and frisk—were attacked as a bigoted oppression of minority communities. In March 2015, for example, the ACLU of Illinois accused the Chicago Police Department of “targeting” minorities because stops are “disproportionately concentrated in the black community.”
Equally vilified was Broken Windows policing, which responds to low-level offenses such as graffiti, disorderly conduct, and turnstile jumping.
Well, the police got the message. In response to the incessant accusations of racism and the heightened hostility in the streets that has followed the Michael Brown shooting, officers have pulled back from making investigatory stops and enforcing low-level offenses in many urban areas. As a result, violent crime in cities with large black populations has shot up—homicides in the largest 50 cities rose nearly 17 percent in 2015."
Imagine if these simple rules were stressed (in all communities, but especially the) black community. Do not have children until you are able to financially and emotionally support children - try your absolute best both parents play an active role in the childs' lives. When you have kids, stress the importance of respect, hardwork, and education. Sounds a bit easier than talking about whether you can shoot up a musical in a non-drive by way.
My wife grew up in Poland, and was poorer and had much less economic opportunity than 99.9% of people in this country. I'll have to check with her, but I don't think there were many drive-byes in her town.
