I'm agreeing with you. HB2 is bad. If that guy wants to use the men's bathroom, he should. If he re-genders and happens to identify as a woman he should use the women's. Isn't that what the pro-choice bathroom sexual identity laws do --- permit anyone to use the bathroom [and sometimes locker room] of the gender they sexually identify with.
As a female of 24 years, I can comfortably say that I've never seen someone's genitals in a freaking public bathroom. Heh. That's a bit of a fib but that bathroom was meant for individual use and I wasn't there to use it for its intended purpose anyway! and that wasn't a transgendered person either. So. Irrelevant.
Back on point. I'd love to get a count on how many females on this forum have seen another persons genitals while in a public bathroom. That didn't want to. And of those, how many were transgender?!
Men, how about you? How many of you have ever actually noticed a transgender man (biological woman) in your bathroom?

You may have a different view when a 300 pound man with all male parts crashes the stall next to you to drop a ten pound crap after a night's worth of drinking and late night Taco Bell.
When that happens, you can bask in the fumes and take pride in letting it happen because you are just so enlightened.
