I'll bring up race. Of the last 100 homicides victims in Baltimore, 3 victims were white, 1 Hispanic, 10 unknown, and the rest, 86 dead, were black, 80 of them black men.

I could guess at some things --- few if any of the black victims were killed by cops of any race, by non-black civilians, or in domestic disputes.

This is what happens when neighborhoods in high crime, drug infested neighborhoods and political leaders don't want cops to profile and chase a guy like Freddy Gray.

And it does not help when your own city wants to charge their police officers with crimes like assault, for simply making an arrest.

no wonder police are refusing to go the extra mile, no one in government has their back, and in fact their own mayors can't toss them under the bus quick enough.

This is where I have a problem. What does President Obama have to do with the subject?

What is wrong with charging an officer with assault who clearly seems to be out of line and allowing the legal process to determine what happens?

If any officer refuse to do their job needs to be fired. They clearly aren't committed to protecting and serving.

They do? News to me. Of the top 50 cities that have had their murder rates significantly increase since Ferguson, how many are run by Conservatives? And is there any sort of demographic component to those cities?

Well, there's Chicago! oh wait, never mind. Plus they have really strict gun laws too so yeah, uh really never mind.

The Ferguson effect is real. You simply have to ask yourself, How would your behavior be today if you were a cop?

And it started from the top with Obama dissing cops and supporting BLM.

The reduced proactive patrolling by police departments is a direct result of aggressive enforcement actions by the DoJ, which answers directly to Obama. (And Obama made it fairly clear that he ordered the DoJ to step up enforcement actions against police departments.)
