No, he said the bomb was something we hoped to never use again. The mistake was war in and of itself. Not the use of the bomb itself. I get that the speech is about 24 minutes long, but you should watch it.
Also, you define FDR as a good Democrat, he was to the left of Barack Obama by a mile.
FDR was dead when the bomb was dropped. You should have some basic knowledge of a subject before debating an issue.

Wasn't it disgusting when President Reagan apologized for the concentration camps where Japanese-Americans were held...and he actually did.
Don't forget the $20,000 checks most received. Those in Pearl Harbor have memories of their loved ones. I had an uncle there who survived, but had some issues.

He did not blame Japan for its aggression and he did not apologize for the U.S. dropping the bombs.
Saying the first bomb was a mistake certain implies wrongdoing. If I do something I recognize later was wrong i feel sorry for it.
Let's face it he was kissing ass. No one is harmed. Fortunately we had a good Democrat for President in 1945. No college degree, but a lot of common sense.

There was only one use of any variation the word "mistake" in his speech and it was delivered in the context of "humans have the ability of learning from mistakes" further, the context of this was that WAR is a mistake. Not WWII, not the war with Japan, but all wars since the creation of man.
We must change our mind-set about war itself. To prevent conflict through diplomacy and strive to end conflicts after they've begun. To see our growing interdependence as a cause for peaceful cooperation and not violent competition. To define our nations not by our capacity to destroy but by what we build. And perhaps, above all, we must re-imagine our connection to one another as members of one human race.
For this, too, is what makes our species unique. We’re not bound by genetic code to repeat the mistakes of the past. We can learn. We can choose. We can tell our children a different story, one that describes a common humanity, one that makes war less likely and cruelty less easily accepted.
