The real problem with this question is while the protection of natural rights have been tending toward including all citizens those natural rights themselves are under attack.
Goldwater had voted for every civil rights act up into the CRA of 1964. This is really when civil rights acts began expanding to not just extending natural rights to oppressed populaces but began oppressing the natural rights, i.e. property rights and the right of association, of all in the name of equality.
The problem was that in his opposition to the Civil Rights Act, Goldwater was willing to ally himself with those who were most intent on oppressing natural rights. He was not by his own intent an ally of Jim Crow, and I don't know why he thought Jim Crow laws were a lesser evil than the Civil Rights Act, but that was the erroneous decision he made.
As for black Americans, compare the illegitimate birth rate, unwed mothers and the black crime ratio from the 1950s to today.
Or you can compare the black middle-class membership rate, rate of black home ownership, rate of black employment, rate of black high school and college education, length of black life spans from the 1950s to today.

Jim Crow laws share something in common with the CRA of 1964. They both violated property rights and the right of association. You can argue one bad turn deserved another but that is what they share in common, infringement on natural laws in order to, in the eyes of their supporters, advance a greater good.

Ignore the last four paragraphs where it goes into stupid partisan crapola and fixate on Goldwater and civil rights. Goldwater's main objective to the CRA of 64 is he thought it was unconstitutional.

I said now. My family and friends are all still living the American Dream, "give your children a better life then you have" I think my family has been able to move from working class to middle/upper middle class in the past two generations.
I bet blacks were better united in many ways in those days.
