The only missing link to solve Chicago's problem, or change Chicago's culture, is a helping hand from the media to proclaim, 'chicago is a more tranquil place today'. There's been surprisingly little media discussion about whether Chicago's strict gun laws, routinely ridiculed by the right-wing, might actually be working. While it's difficult to determine why crime rises and falls, to blame a policy when rates rise and ignore it when they drop doesn't make sense.

Uh oh, they are going to have a hard time explaining this mess, huh? Time for some more expensive Govt funded studies.
But instead, they'll focus on a bunch of law abiding AR-15 owners in El Centro California.
There's no PC way to fix the problem. No amount of welfare, education, or jobs will fix this.
We already have the highest prison population in the world, but sadly the only way people this violent can safely exist is in a cage or in the ground once they've been sucked into gang/thug culture.
What needs to be done is a huge marketing campaign that shows gang culture as being uncool. Instead of black celebrities embracing groups like BLM, they need to be doing free public speaking and shaming of thug culture on a level that's unprecedented. Social media sites need to join in by pushing a pop culture agenda that not only shames but makes fun of thug culture. A constant barrage like this on an epic scale would literally change people's perception after a while. You have to remember the most of the young people that are susceptible to this behavior are not intelligent people in the beginning. They are easily manipulated. If you can get it to the point where these people are literally embarrassed to dress or act like thugs, they'll still get in fights and act violent, due to a slew of factors, but they'll stop killing each other in record numbers or joining gangs if it becomes uncool in their world.
The key is that black people need to start shaming thug culture instead of blaming the man.
Chicago is very different from NYC and LA, very segregated and poor sections, loose gun laws in surrounding areas, fewer police and lighter sentences for gun infractions. Handguns are a problem but by no means the only issue, NYC has done more to get them off the streets.

I'm sure eliminating all metal from Chicago will make these losers play nice.
I've lived in Chicago for five and a half years and it's not this dangerous place that many people think it is. If you stay in the decent neighborhoods, nothing will likely happen to you. It's the West and South sides that are deadly.. And I don't think many people who aren't from Chicago realize that most of the people killed are gang members...not innocent people on the street.
