Actually, subsidized rental housing is very difficult to get, because demand overwhelms the limited supply. Wait lists are 5-10 years long in most areas and that's for those who are already on the waiting list. (Waiting lists are opened briefly when the wait gets down to about 12 months, so the lists are closed about 95% of the time or so.)

On the other hand, many states tax rental property up the wazoo in order to tax homeowners at preferential low rates. States never run out of other people's money to give homeowners tax breaks, because one-third of Americans will never be able to own a home.

Why would it solve anything? That's just a statement.

Solutions are what solve problems, not statements. Your question is the equivalent of saying " how is crying about it going to fix the problem" to a kid.

What about the staggering increase in incarceration? You don't think the criminals being locked up had anything to do with them not committing more crimes?

Maybe in San Francisco or Boston proper. It's like 6 months in a hell hole suburb outside of most high crime cities.

Yes, and dump the ridiculous hodgepodge of drug laws. Cannabis is legally available in half the states, easily a felony in a number of the others. Cannabis felons suffer the same discrimination for jobs as armed robbery felons.

Because men tend to do the most stupid things when they are idle and not getting laid. If you are poor and are thinking too much, you start to think about making rash decisions. Combine that with a lack of female attention (man not getting female attention leads to depression) to keep a man grounded (women have this effect on men, well a woman who isn't weird herself), you have a recipe of disaster waiting to happen.

OK, but what about the war on twitter?

In Chicago, gang disputes are clearly a big part of homicides, said John Hagedorn, a professor at the University of Illinois at Chicago who studies Chicago gangs. “But these are not the same kind of disputes as before – they’re more localized disputes.”
Many of Chicago’s gangs have fractured, leading to more violence, said Arthur Lurigio, a criminology professor at Loyola University Chicago. While Latino gangs have remained more hierarchical, black gangs have splintered into small, disparate factions, whose disputes are less over territory and profits, and more over personal insults or shames, often fueled by social media, he said.

“The shootings today are more spontaneous over day-to-day humiliations of youthful African-Americans,”

Legislation during the 90's that got tougher on crime probably helped lock up some more people who probably deserved it and contributed a little to the overall drop in crime, but my theory is that all that tougher policing and sentencing was a lagging response to the violent chaos of the 80's and early 90's. It was the proverbial band-aid on the gunshot wound. There's no way it actually solved the problem. The problem largely solved itself when abortions became commonplace in the 1970's.
