In real life, the Northernmost counties (Del Norte, Siskiyou, Modoc, Humboldt, Trinity) are poor, as are the inland desert counties (no big surprise there). On the other hand, the decidedly southern counties of Ventura, Orange and San Diego are doing fair-to-middlin'.
Los Angeles County looks poor, but it's such an outlier, population-wise, that it's hardly a fair comparison. If it was broken up in SF-sized chunks, it would show up with some very rich and very poor areas.

That's a LONG extent....there since most states do not have sanctuary cities....

What they do is what they do. If the government won't enforce federal law consistently, then let states create their own mess. If federal funding is going towards it, I blame the Feds vs a stupid (santuAry cities are flat dumb) state/local decision.
In some ways, it's almost a good 'back to states rights' topic. Again, the funding of it can cause ire, but that's the state gaming the system, meaning federal 'under'sight/malfeasance.
