Federal law makes it criminal to engage in a sexual act with another person who is between the age of 12 and 16 if they are at least four years younger than you. Each state takes a different approach as the age of consent has ranged from 10 to 18.

Any of those laws allow sex between a 24 year-old and 13 year-old.
I'd guess that a vast majority of normal people understand that parents who promote and facilitate a sexual relationship between their 13 year-old son and his 24 year-old public school teacher are unfit.

The main reason for statutory rape laws is to avoid teen pregnancy. In this case teen pregnancy cannot occur.
The only reason for a law that covers both genders is to avoid gender inequality. There is no victim in this crime.
And a really good reason to enforce the law for both genders is that regardless of age, males who father children are liable to pay child support. If the father is below the legal age of emancipation then the grandparents are liable for that child support, until the father is emancipated (either legally or by age).

That is not my job to decide. Like I said, I would call the parents unfit parents. (because they are HAPPY with this type of relationship) No more no less.
