Then why allow them into girls'/women's multiple occupancy restrooms/changing/locker/shower rooms based only on their "say so" that they're "transgender?"

Guy is mentally ill. They can and did stop the guy and what he did was in no way legal or allowed.
The only thing the guy proves is that mental health laws don't work well in Canada either.
