Lincoln would not let the Union divide. What makes anyone think the government has not been hard at work, making sure the 2nd Amendment is never used again, to it's fullest extent of the reason it was created to begin with.
The evidence is at the heart of what this thread is all about. Small arms confiscation, so the people cannot fight a tyrannical and oppressive centralized government.
