But the point of the OP is not seatbelts. It's the LE attempt to lure somebody into committing a traffic violation.

Texas has increased the speed limit 20mph on highways, to 75mph and no rise in traffic deaths

I guarantee you in Catholic/Lutheran Churches across the nation a prayer will be said for the victims AND the killer because that is the Christian way.
