It really sucks it happened to him this way. Take out the panhandler, and at minimum he is not distracted and remembers his seatbelt sooner and doesn't get the ticket. But there is no doubt that he was driving for a while without his seatbelt on.
Wait, what?! They have seatbelt stings in Canada? Never heard of that.

This one's on me folks. Evidently I clicked on an extra thread and merged a thread that I shouldn't have and now two topics that have nothing to do with each other got merged.
