So you only want limits for those who obey laws? Guess what, the people who obey laws aren't the ones you have to worry about.

You could ban all guns ever made and confiscate them from everyone and they would still get them/ Look at what happened in Paris.

Those on the watchlist already can be added to the Do Not Fly list. But they can still purchase guns/ammo. Maybe this time congress will pass a bill that restricts gun/ammo purchases for those same people that are on the Do Not Fly list. And a procedure for checking your name and attempting to get it removed based on specific criteria that should also be outlined in the bill.

Just like people can be denied a job based on a credit history, I believe people should be disallowed the ability to buy firearms if they have a history of making terroristic statements or of engaging with terrorist groups.
Why does it matter if they haven't been convicted of a crime?

If the Pulse club murderer had been locked away for making those statements and was kept in prison, would his 49 victims be alive today?

Why are you willing to violate some rights to keep people safe but not other rights?

He was able to buy them because the republicans in congress blocked a bill that would have prohibited the sale of guns to people on the FBI watch list.
Are you suggesting a bureaucracy be able to strip you of your rights based merely on suspicion?

That said anybody that is determined to do something like this will obtain the means to do it list or no list.

It doesn't have anything to do with any of that either. It has to do with hate and taking action on that hate.

How do you stop someone who wants to do something like that?

Take away his guns?

He will use homemade bombs like the Tsarnev brothers did - like they do in other countries.

Is that better?

In this particular case, I'm not sure anything could have been done to prevent this guy from doing as much damage as he could.

Are you claiming that he could not have gotten one illegally?

He bought it from a store because it was easier to do, but he would have still bought one illegally had that route been closed.

Do you believe people who want cocaine can't buy it because it's illegal to buy, sell, possess, import, manufacture, etc?
