I think the Va Tech shooter was an exception and arrived as a child with his parents from So Korea.
They let their parents in though, at least in the case of the most recent radical Islamist terrorists.

And yes, before anyone says it, I know not all terrorists are motivated by Islamic extremism. But a significant portion are.

Kinda makes a mockery out of those words "freedom" and "liberty" doesn't it? I guess they weren't that important after all.
