No. Non compliance is non compliance. I explained why these other things (which you intentionally did not quote or address) are other things, not non compliance.
Striking an officer is assault. Running away is fleeing arrest though it could be non compliance also but that isn't what you will be charged for and I do not support the cops shooting someone for that either.
I believe if someone did not comply with a request to end threatening behavior, that could result in a situation causing an Leo to fear for their safety.

Problem is, all too often lot of the things being "exposed" end up being judged in the court of public opinion by people on both sides, who weren't there, don't have all the facts, don't know the law, and have an agenda.
Just comply only applies to blacks when being confronted by a cop. We're actually supposed to keep a shoe shine kit on us and offer to shine their boots too.
If we don't, then we're non compliant and should be shot.

But you don't have to advocate ignoring the issue to acknowledge that it's being massively overblown and turning into a media circus for the purposes of ratings and advancing a political agenda.
