I wouldn't relate this to Dallas, Black Lives Matters, etc. For now there isn't any indication that it is.

I wish they would find a better word. If they shot and killed him, he is not a "suspect". There can be no doubt what he did!
"Perpetrator" might be more apropos!

I read and heard that he was handcuffed ( although in front~ not behind his back.) Also, he was not shackled, which would have hampered his mobility. So he grabbed gun from bailiff and started shooting and running around ( quite mobil) since his legs and feet were not shackled.
