He's a complete tool, but ISIS are feeling pressure in Iraq and Syria and they're beginning to lose territory. They're still a potent fighting force and a threat to many nations.
At its peak, ISIS had ten of thousands of fighters and was capable of taking and holding territory from armed resistance. Now it has a single guy with a truck running over unarmed civilians. How can anybody see that as a sign of strength?
They ARE on the run, running trucks down busy streets to kill as many infidels as possible.
