Imagine if these unarmed black men (that were killed by LE) were only wounded, perhaps the boiling point we are currently at could be adverted. And many of these black man weren't moving targets. They were stationary, either in a car or pinned down under a cop.
If a shooting -- deadly physical force -- is justified because the LEO is afraid that his life is in danger, then it is justified whether he shoots to the leg or the head. Bear in mind that a shot to the leg can sever a blood vessel and result in death as well. And the books are full of stories about individuals who sustain multiple gunshot wounds to the torso and keep fighting.
The purpose behind the standard police practice of shooting at center mass (usually twice) is simply to stop an assailant. Whether he lives or dies thereafter does not change the justification for the shooting. LEOs will not shoot the leg because asides from it being harder to hit, two rounds to center mass is more likely to stop or prevent an attack.
According to Lynch's DOJ a 4% slice of America (Black Males 17 to 35) commit 50% of all homicides. Until that changes, and dramatically, we will see an escalating race war.
It will not change (at least not for the better), so get ready for a wild and bumpy ride.

It is the norm in most developed countries around the globe although there are always risks in those situations.
Do you refuse to understand that shooting someone in the leg is not as easy as you think it is? Other developed countries do not practice this, as you have mentioned.
You're asking an officer to gamble with his or her life in a very tense stuation by shooting for approximately 20% of a moving target. Most sharpshooters would have trouble accomplishing such a thing. The people who protect the President don't do it. Law enforcement officers shoot to stop the threat. It's that simple. If you were given a basketball and told to make a shot from anywhere on the court, would you shoot from the other end of the court (leg shot) or get as close to the basket as you could (torso shot)?
You've displayed a serious lack of knowledge in this matter, yet keep harping about shooting to wound. A person can die from having a finger shot off. I know a former trooper that was shot 7 times in the chest by a man intent on killing him. He survived. He also did not have the benefit of a kevlar vest as this happened in the 70s. He even wrote a book about it. DM if you'd like the name.

Ask the police community as a whole about 'civil forfeiture'.
It's a multi billion dollar industry. And it's ignored and tolerated.
Put the blame where it belongs, the lawmakers, like Obama, who pass these outrageous laws. And our cockeyed courts that rule them constitutional.
Besides, I haven't noticed many 'END CIVIL FORFEITURE' signs or chants at BLM or other protests.
