Just like members of the general public should not have access to guns, neither should some police officers.
It's a hard job to be a cop in some areas. Few people want to be one in the dangerous parts of the nation, so few people apply. Those that do are generally accepted... even if they really don't fit the profile or have the right temperment to be an officer.
That's probably what happened here... the guy had no business being an officer to begin with if he can't keep his cool in a situation like this.

I know. He's a racist. He just assumed black guy with a white guy yelling - has to be a mugging or something. Hands up? Who cares. Bang, bang. We called them pigs back in the day and little has changed. We have cell phones now to prove the point.
Three shots from a rifle and only one struck and lightly wounded the man lying on the ground? That's either some poor marksmanship or an accidental shot, although it would mean the officer missed the autistic guy completely.
Luckily nobody was killed. The cop will be looking for a new job soon.
I'm going to guess the cop had his rifle's selector switch set to 3-round burst.
This is a case of "shoot now, ask questions later". Sounds alot like how gang members think.
