Again, perhaps you're too old to get this, but the biggest loss of manufacturing jobs is automation; not nearly as many humans are needed for those jobs as they were in the 1980s. And technological progress is going to soon eliminate many more jobs and it won't matter if the company is in the US or somewhere else. You need to think bigger than tariffs and trade deals because those won't fix it.

What if they don't sell back to the US? What if other countries slap tariffs on their products? You okay with a rapid increase in prices?
That is but a small fraction of what they buy though. The problem is global multinational corporations spend a whole lot of money buying candidates that won't let the federal govt prioritize American jobs. This is why the Republican elite seemingly are more supportive of Hillary than Trump. She and they dance to the same masters. Trump (and Bernie) don't.

The problem is Americans aren't skilled enough for the modern economy. There a lot of unfulfilled jobs out there if you ever care to look.

Why would we want to do this?
Global trade has lifted hundreds of millions people out of poverty and has wildly enriched the wealthy countries of the world. Trade basically saved the U.S. auto industry. Economists on the Right and Left pretty much universally agree that protectionism is bad economics and makes countries poorer (see Venezuela and the like).
There is NO REASON to have low-skill manufacturing jobs in the U.S. It's A. Harming corporate profits and B. Reducing potential global consumers. It's stupid. Those jobs are gone, forever. They aren't coming back from Mexico, nor should they. The days of a high school dropout earning a good salary doing some mindless repetitive job are long gone.

We are increasingly becoming a smaller market globally. That's some of the old school thought and explains why so many folks are getting left behind. Personal responsibility.
