This guy actually attacked people. He was hit with stun guns and not phased. Dogs were set on him and couldn't stop him.

Not far from there another man was trying to help an autistic person and they get shot.

If he was having lunch with his parents, so it is highly unlikely that he was on PCP. Pot, maybe, PCP,no way.

My guess is either some kind of synthetic drug or a strict religious upbringing caused this guy to snap.
