We removed the sanctions in the deal so it would have been perfectly legal to electronically transfer the money in US dollars and they wouldn't have to access "world" banks, they would have had it transferred right to their own banks.
Actually, upon further investigation, it would appear you're wrong.

So, before the deal they removed the sanctions that had been working. They allowed Iran to keep their nuclear enrichment program. And they allowed them back into the world market. They acknowledge that Iran can achieve nuclear power in a decade.
Meanwhile, during the deal the Iranians took Navy sailors hostage and even made a statue of it, chanted Death to America, and gave up absolutely nothing. And we couldn't even get our prisoners released without paying them?
That is the issue Democrats can't seem to comprehend as they ignore it and it was ignored by the person I replied to. Did they get the $400,000,000.00 for their release?
Carter kept the money frozen.
Reagan kept the money frozen.
Bush Senior kept the money frozen.
Clinton kept the money frozen.
W. Bush kept the money frozen.
Obama for 7.5 years kept the money frozen.
US hostages are taken by Iran and the money is unfrozen by Obama.
The concern isn't so much Obama lying, we are all use to that if we are being honest, it is whether or not a policy of paying out money for hostages is wise or if it encourages more hostage taking.
Now perhaps Obama is being honest and it is just a coincidence that the money was sent while Iran had US hostages, but even that is questionable policy for the above stated reasons of rewarding hostage taking.

As far as most of us are concerned we can keep what ever money we confiscated as Reparations for Iran taking our hostages. Too bad Obama views Iran more favorably then his own country...cough cough.
You can spin this and whitewash it any way you like, but it's still a ransom payment.
Spin: "Obama paid Iran $400 million to get our hostages released!"
Reality: The hostages are home and it didn't cost us a penny.
