I encounter this at least once every day. If you don't, either you don't drive expressways or you're not paying attention.
Yes absolutely. Apparently you don't drive as often as you claim or don't pay attention while you do.

Anything can distract a driver at any time. Banning X doesn't keep a driver from being distracted; practicing safe driving skills does. But of course states like NJ, CA, and NY fail to realize this and believe they can just legislate everyone into being the perfect Stepford Wives the state believes they SHOULD be

You should try getting out of that little bubble you live in, Frank.

Everyone who drives, at sometime does something unsafe.
But who is the victim here? If you answered the state, you would be correct. Anything to make a couple bucks I guess.

There will not be any cops on NJ roads if they ban eating donuts and driving!

Do the cops still have to type on key boards or can they now ask Cortana? Perhaps they have not been upgraded to Windows 10?

Cops have special powers that we mere mortals don't posses.

Cops would be exempt from this law. They apparently get "special training" that allows them to eat, talk on the cellphone, have tinted windows, etc and still drive safely.

Default Strategy to defeat over-enforcement

Here's my strategy to change all this (link). In a nutshell anyone charged with non-dangerous speeding, texting, "eating while driving," or "texting while walking" would plead not guilty and reject plea deals at the money-raising "pre-trial conferences." The thread to which I linked has some modest proposals as to how this would work and its honorable history going back to 1909 or so.
