I'm talking sheer disposable income, not credit or access to credit, or net worth, but money to spend. I believe it's Qatar and Saudi Arabia. America and Britain are stable and have the most billionaires but their money is coupled with debt and credit since a lot of it is attached to businesses. Which countries have an upperclass of people who can spend money unnecessarily?
