The Republicans don't need a veto proof majority in the senate to propose a Zika bill without ideological trappings, like Planned Parenthood, ACA defunding, herbicide deregulation, and loosening restrictions on truck drivers.

All they needed to do is write a bill without that ideological, unrelated crap in it.

The Zika bill is healthcare. Why should it not come from money designated for healthcare?

they did. it went nowhere, because the Republicans wanted to use the issue as a political football to pass ideologically-driven cuts to planned parenthood, the ACA, to deregulate herbicides, and to ensure truck drivers could legally drive for 80-hours a week.

Because that money has already been allocated elsewhere. "Healthcare funding" is not all interchangable.

If you think it is, why not pull money from Medicare? It's the same principle.
