Yes, that video was about construction starting before blast testing had been done on some materials or components. Those tests have since been completed and the materials passed the tests. Chaffetz as usual is just looking for a technicality or gotcha against the Obama administration.

You mean construction beginning before safety tests on materials. Yet, the State Dept. declared that construction "hadn't really started" - which is a bunch of BS. The department's policy states that contracts cannot even be awarded or initiate construction before certification. At that point, had materials passed the tests?

Not in the Docklands though, it's in Nine Elms which is near Battersea, just over the Bridge from Pimlico and Chelsea. They are building lots of new apartments and buildings in the area and there is to be an extension of the Tube's Northern Line to improve transport links.
The New Embassy is going to be very secure and is even surrounded by raised platforms and a moat.
In terms of the $42 million, they need to do a bit of investigative accountancy.
