The relocation was approved and the new site chosen in 2008.
The Embassy is relocating from a vulnerable downtown location to a larger site in the old docklands where a newer "bomb proof" building will be surrounded by a wider and better safety perimeter.
The $1 billion cost is largely, if not all, covered by the sale of the old Mayfair compound to the Qatar government.
The "missing" $42 million is a 4% increase in costs between the contractor's initial bid and final quote that some say is not detailed enough.

You almost make the agregious use of taxpayer money sound reasonable.

Let me ask you, if you had a home built would you not keep tabs on the cost, or would you ignore everything from between when you were first quoted up until you when presented the final bill?

Yes, that video was about construction starting before blast testing had been done on some materials or components. Those tests have since been completed and the materials passed the tests. Chaffetz as usual is just looking for a technicality or gotcha against the Obama administration.

You mean construction beginning before safety tests on materials. Yet, the State Dept. declared that construction "hadn't really started" - which is a bunch of BS. The department's policy states that contracts cannot even be awarded or initiate construction before certification. At that point, had materials passed the tests?

Tax and spend liberals always make huge government budgets over runs seem perfectly fine. Nothing new here, not sure why the OP even bothered to start this thread.

Not in the Docklands though, it's in Nine Elms which is near Battersea, just over the Bridge from Pimlico and Chelsea. They are building lots of new apartments and buildings in the area and there is to be an extension of the Tube's Northern Line to improve transport links.

The New Embassy is going to be very secure and is even surrounded by raised platforms and a moat.

In terms of the $42 million, they need to do a bit of investigative accountancy.
