How did you prove the BC was yours? It does not have a picture (a picture of a new born baby is useless), it just says someone was born somewhere at some time, so a BC it the worst possible ID out there.

I knew someone (now deceased) who claimed he had long ago obtained the birth certificate of someone who had died in early childhood; he said it was in case he ever had to change identity. I think there's a checkable database to prevent that sort of thing.
So, only natural born US citizens can have a DL in Oregon......if so, it is the only State in the nation with such law. In the rest of the nation you do not have to be a citizen to have a DL, let alone a natural born one.

Well they do accept naturalization papers, which of course are not available to natural-born citizens, so natural-born citizens DO need a birth certificate.
Actually you don't need ID to get one. But to get one online, you do need to pay with plastic, and in order to get plastic, you generally do need to have ID.

You don't need to be a citizen to have a DL, which is why a DL is useless id to prove citizenship. It does not prove it.

Social Security Card or Printout
Voter’s Registration Card (90 days old)
W-2 Form (current year)
Bank statement (within 90 days)
Utility Bill (within 60 days)
Vehicle Registration Card
Active Life Insurance Policy (at least one year old)
Checkbook or Savings Book (with name & address)
Work Identification Card
Traffic Ticket (prior to court hearing)
School Identification card (with photo)
V.A. Medical Card
Public Aid Medical Card"
