I knew someone (now deceased) who claimed he had long ago obtained the birth certificate of someone who had died in early childhood; he said it was in case he ever had to change identity. I think there's a checkable database to prevent that sort of thing.

Sure enough, I checked at OR DMV site, and you DO NOT need a birth certificate.

Well they do accept naturalization papers, which of course are not available to natural-born citizens, so natural-born citizens DO need a birth certificate.

Actually you don't need ID to get one. But to get one online, you do need to pay with plastic, and in order to get plastic, you generally do need to have ID.

You don't need to be a citizen to have a DL, which is why a DL is useless id to prove citizenship. It does not prove it.
