You answered your own question. Alaska votes for soveriegn state, montana means to assert it's right to cede if it so chooses. That is the ballot box. Why are you still talking when you have no point at all? Or is the purpose just to have the last word?

Alaska passes a resolution claiming something under the 10th Amendment. Fascinating, who decides if such a resolution has any force at all? Tell us.

normally the federal goverment.

but, if the state in question feels that its 10th Amendment rights have been violated by the same federal goverment, they can disregard it completely, as the 12 colonies did against the 13th colony rhode island back in our founding fathers day.

Actually they can't and the answer is that the US Supreme Court decides. Always
