If investing in themselves isn't enough of an incentive, they won't make it through college. You have to be motivated to make it through college, and people who feel they shouldn't invest in themselves aren't motivated.
Lots of people do well in high school cant go to college. The slackers of rich parents can, regardless of how little they invest in themselves.
But it sounds like you dont even support tuition free K-12 and want America to turn into Peru or Bolivia, where everyone just pays out of pocket for everything and a tiny elite at the top makes sure 95% can never afford it.

This is absurd. By this logic, we should privatize K-12 as well and just make a tiny elite educated and just let 50% of the workforce not even attend elementary school. That would ensure that we dont degrade education. A tiny super rich and well educated elite at the top and a large pool of uneducated and desperate people at t he bottom. Latin America is a place where this is the ideal.

They can afford to go. That's just a fact. They might have 5 or 10 years of debt to pay off after going, but the extra money they can make will easily cover those payments.
