Some countries and areas with Isis, talaban, and sharia law rule cut off hands if you are caught stealing. I don't see why anyone would risk stealing if that is the punishment. I was thinking that a lot of those must be made up or false accusations to settle scores with people. Or like adultry. Women are killed if they commit adultry. I would think it's more likely the man just accuses her of it because he is sick of her or mad at her.
In Arabic and Islamic history, it tended to vacillate. When central authority was strong a shop could leave its doors unlocked. There were several regimes that could brag this. However since its not from the well spring of the morals of the people ,when this authority weakens, it tended to get worse.
