But that plan appears to violate a clause in the federal Refugee Act of 1980 which requires the federal government and director of the Office of Refugee Resettlement to consult with local as well as state governments prior to the placement of any refugees within their boundaries.

The failure of the federal government to consult with local officials prior to the resettlement of refugees within their jurisdiction, while a violation of the Refugee Act of 1980, appears to be commonplace in the Obama administration. Local officials are often completely unaware of the arrival of refugees until after they have been resettled in their jurisdictions, as appears to be the case in Flint and Genesee County in Michigan.
In some instances, however, local officials have been secretly complicit in efforts to bring refugees into their localities, as was the case recently with Mayor Christopher Louras of Rutland, Vermont.
The resettlement agencies, or voluntary agencies (VOLAGs) which receive more than $1 billion annually in federal funds to resettle refugees in the United States, have become increasingly sophisticated at hiding increases in resettled refugees from state and local governments until after they arrive.
These organizations are voluntary, but they receive government money.
They purposely do things illegally out of order just to get them in the country before they are properly processed.
They seem to be sent to targeted areas.
Meanwhile - the administration encourages the degradation of Americans through its stances and multitude of regulations.
