Want H1B, fine, but raise the filing fees on the worker to $5000 and $10000 on the employer.

When you're lumping H1B with those illegals who come and work here without permit, then no, you don't appear to understand the difference at all.
The skilled workers shortage is real and those who are in hiring positions - especially for IT openings, know this. It's not that obvious for bigger cities as they have more available resources from which to choose, but it's really a struggle to fill those openings everywhere else. If there was really no shortage as you claimed, this program wouldn't have flourished. It's basic supply and demand concept, but then you're probably too busy being outrage to acknowledge that.

You know that how? I personally had positions open for more than 6 months and I couldn't fill them because of lack of qualified candidates or candidates that we could afford.

I don't understand the motive here. On one hand, we want to tighten up H1Bs that pay taxes; on the other hand, we open arms to millions of illegals abusing our welfare.
Corporations are addicted to these low wage workers. They put them up as an example of how others can do the "same work" for much less pay and that creates wage deflation. They don't have to re-hire Americans when people retire or quit, so their labor rate goes down. Plus, the managers get to pretend they are true "global managers" and fly all over to "manage" and have their keysters kissed all over the world.
I think the big corporations need to be either dissolved, make all businesses private, or severly punish managers and companies (I'm talking jail, huge fines, the whole gamut) for breaking our laws and tolerating it. My company has the people who don't know a word of English for landscaping and cleaning but they get away with through employment contracts with outside firms. I'd like to see ICE sweep these people up and usher them back to whence they came!
