Let's see.

• Charlotte is a Democrat Plantation city.

• 2 Black mayors have been elected in last 5 years. One works for Obama now, the other got tossed in jail for taking bribes.

• Current mayor is a woman, also a Democrat

• Police Chief is Black.

• Former police chief is Black

• Cop who shot the individual is also Black.

i.e This isn't a problem caused by Whites.

But it apparently became a reason to loot Walmart for TVs, Ipads, Liquor stores for booze, and the Hornets for NBA merchandise. Oh and a reason to attack any White person who happened to find themselves in uptown at that time.
