He was the 18 year passenger in a stolen vehicle and was armed with a handgun. The driver stopped long enough for him to jump out and start running, where the cops cornered him in a backyard, shot and killed him.

None of that matters. Did he have the gun in his hand or was he reaching for it when he got shot?
Pull all police presence out of welfare/EBT areas. Let them police themselves. When the going gets weird, cordon off the area and call in Maxine Waters to pass out the pacifiers.
That's like saying white people are racists, or Hispanics are illegal criminals. I've had the displeasure to know a few thugs (white and black), but they are the exception to the rule. Most people, no matter what shade of brown, are law abiding citizens.
Blacks have a much higher percentage of criminals among their group and even the one who aren't criminals will rally in support of the criminals just because they are of the same race. 65 percent of Blacks support the Black Lives Matters movement. That's an overwhelming majority.
He had a gun and he was committing a crime, who cares.
