We can argue if the means justifies the ends but it is working

There is a sharp contrast when you read the " before" where common people are killed, raped, shot at, wounded because of criminals openly roaming around. The "now" you read drug pushers, dealers, users being killed. Now common people feel safe while drug lords, pushers, dealers feel unsafe.
I do not propose the lawlessness that Duterte implemebted in the Philippines be instituted here
I don't either but in nations where the drug dealers own the cops it is an attractive alternative. The Filipinos knew exactly what they were getting with Duterte and most of them seem to be happy about the turn of events.
I prefer legalization but it seems the other extreme does work.

There is only one country in the world where it has worked - China - and there it only worked as part of a greater genocide involving the mass murder of millions of people. Furthermore it only worked temporarily and then the problem returned after 35-40 years.
More likely Duterte's policies will just result in new cartels being formed, as vigilantes and government forces once the drug dealers are out of the way will be tempted to engage in trafficking themselves knowing that they no longer face competition. This is exactly how many of Latin America's cartels got started as well as groups in the Middle East etc.
I was in Davao City when he was mayor and what he did improved the quality of life for non criminals. Crime went down big time. It highlights there is more than one way to reduce crime.
His solution would never get acceptance here.
Why do you think government thugs and any better than drug dealer thugs?
He is actually encouraging everyone to kill drug dealers.
