What you have are people who want to scare people and draw attention to themselves while still being anonymous. Yesterday a fat bozo( pun intended) and his family were in the Wal Mart back in the toy department all wearing masks. He had a pig mask on, his equally fat wife had a clown mask on, the kids had zombie masks. A large fat guy and a large fat woman in masks was unsettling but the kids presence diminished it. So what were they trying to do? Later I saw them as they continued shopping and they looked like dinguses without the masks.
A friend told me how he dressed up as Michael Meyers and terrorized neighborhood kids on Halloween with a running chain saw( no blade). Someone called the cops and the cop who came questioned him and told him to stop but didn't charge him with anything. A few weeks ago a teenager in town wore a clown mask and scared kids and a neighbor didn't like it, an argument and fight ensured and the teenager was stabbed to death.
Locally a school was sent anonymous threats( traced to a student ) that a clown was going to harm children. Another coworker was stopped and questioned by police for his variation of a clown costume. A Dallas cowboys jersey.

Isn't the fat guy wearing a pig mask somewhat redundant?
