Count me in as someone who believes that the ship has sailed and the vets deserve to keep their bonuses, but let me point out that the corruption that kicked it off happened during the previous administration when the Secretary of Defense was Donald Rumsfeld and the Governor of California was Arnold Schwarzenegger. It's definitely a PR crisis, but at least it looks as though Ash Carter is doing the right thing by the veterans.

I agree with Obama's pentagon that those vets being charged by the California Natl Guard should NOT be charged and those who have paid those charges should be reimbursed.

The Pentagon has placed a temporary hold on collecting the bonuses from these vets. I guess it was causing problems for Obama's Pentagon. They were getting too many phone calls from average citizens.

Inasmuch as the recruiters were convicted and sent to prison, at some point their specific violations did get specified.

The real requirements for bonuses change constantly as forecasts of requirements and applicants change. There would have been several changes over the period in question, so they can't really specify them, except on a case-by-case basis.

While it's generally true that of soldiers overall many will not go into combat, in those kinds of units the great majority will go into combat.

That's what I tried to explain in an earlier post--the modern Total Force is composed in such a way that the Reservists and National Guard units that are called up for war almost certainly will go to combat--it's designed that way.
